Have you considered using one of those little electronic squealers that keep cats away? I've always had a bit of an issue with the mesh, they make the whole thing look too artificial in my books. My pond (from the guys at ukwaterfeatures.com) is completely cat-less because of it, and strangely it looks to affect toads too.
